On July 15, 1918, Mammad Khan Tekinski, as a member of the Extraordinary Investigation Commission established by the government of the Azerbaijan Democratic Republic, took part in the investigations into the atrocities committed by Armenian-Dashnak forces against the Muslim population. Subsequently, in January 1919, he was appointed as the diplomatic representative of the Azerbaijan Democratic Republic government in Armenia.
