بمبادرة من مفوض حقوق الإنسان في جمهورية أذربيجان (أمين المظالم)، عُقد في مدينة باكو الندوة الدولية لأمناء المظالم تحت عنوان: "تعزيز سيادة القانون: دور أمناء المظالم و المؤسسات الوطنية لحقوق الإنسان"، و ذلك بمناسبة "عام الدستور و السيادة" و يوم حقوق الإنسان في جمهورية أذربيجان الموافق 18 يونيو.

At the initiative of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, an International Symposium of Ombudspersons was held in Baku on the theme “Strengthening the Rule of Law: The Role of Ombudspersons and National Human Rights Institutions,” dedicated to the “Year of the Constitution and Sovereignty” and to 18 June – Human Rights Day in the Republic of Azerbaijan.

في 19 يونيو 2025، قام أمناء المظالم و رؤساء و ممثلو المؤسسات الوطنية لحقوق الإنسان من حوالي 15 دولة، إضافة إلى كبار المسؤولين من الهيئات الحكومية، و النواب، و ممثلي المنظمات الدولية و مؤسسات المجتمع المدني، و كذلك خبراء في مجال حقوق الإنسان، بزيارة إلى مدينة قوبا.
في إطار الزيارة، توجه المشاركون أولاً إلى مجمّع النصب التذكاري للإبادة الجماعية حيث وضعوا باقات من الزهور أمام النصب التذكاري تخليدًا لذكرى الأبرياء الذين تعرضوا للإبادة الجماعية في عام 1918.
بعد ذلك، قُدّمت للمشاركين معلومات موسّعة حول المقبرة الجماعية التي تم اكتشافها خلال أعمال الصيانة و الحفر في ملعب مدينة قوبا في أبريل عام 2007، و التي تعود إلى المدنيين المحليين الذين قُتلوا في عام 1918 على يد عصابات الأرمن المسلحة. كما تم تقديم شرح مفصل عن إنشاء مجمع النصب التذكاري للإبادة الجماعية في مدينة قوبا بدعم من مؤسسة حيدر علييف خلال عامي 2012-2013، و ذلك بناءً على المرسوم الرئاسي رقم 673 الصادر عن فخامة الرئيس إلهام علييف بتاريخ 30 ديسمبر 2009.
و في ختام الزيارة، قُدّمت للزائرين مطبوعات تعريفية و كتيبات بلغات مختلفة تعكس حقائق الإبادة الجماعية.
