Chairman of the Extraordinary Investigation Commission Alakbar bey Has Mammadov

Chairman of the Extraordinary Investigation Commission Alakbar bey Hasmammadov was a member of the Central Committee of the Difai Party, the Ganja Muslim Charity and the Ganja Muslim National Committee. He was appointed chairman of the Extraordinary Investigation Commission established by the Government of the Republic of Azerbaijan on July 15, 1918, and under his leadership, the EIC collected 36 volumes – 3,500 pages of investigative materials from 15 July 1918 to 01 November 1919. Six volumes of investigative materials reflect the genocide committed by the Armenians against the Muslim population in Baku, and a collection of 451 pages and 3-volume documents on violence in Guba region. Other volumes of investigative material refer to cruel crimes committed by Armenians in Shamakhi, Goychay, Javad, Nukha, Ganja, Karabakh and Zangezur.
On January 6, 1919, the chairman of the Extraordinary Investigation Comission , Alakbar bey Hasmammadov, sent documents to the Minister of Foreign Affairs regarding the genocide to be sent to the Paris Peace Conference. On January 11, 1920, in connection with the de-facto recognition of the Azerbaijan Democratic Republic by Antanta, on decision of the Parliament of the Republic of February 9, crimes commited on the grounds of hostility, was terminated and the investigation was suspended.
Generally, the materials collected by the EİC under the leadership of Alekber bey Hasmammadov until April 1920, as well as testimonies, are historical records that reveal the crimes of Dashnaks and Bolsheviks. Referring to these documents, the March 31, was declared by the ADR as a national mourning day in 1919 and 1920.

Extraordinary İnvestigation Comission

The government of Democratic Republic of Azerbaijan (ADR) considered it necessary to express its attitude towards the bloody the Republic exposed. The government adopted a solution on establishment of Extraordinary Investigation Commission on 15 July, 1918 to investigate into the cases of violence committed against Muslim population and property by Armenian armed groups under the name of Bolshevik. The chairman of the EIC was known lawyer Alakbar bey Khasmammadov. Though the commission was set up of seven members, later the representatives of the investigation and prosecutor’s office and judicial authorities of Baku and Ganja cities were implicated to this work. The composition of the EIC was multinational and mainly included Polish, Russian, German, Lithuanian Tatars and Azerbaijani lawyers studying in Russia. 36 volumes of investigative materials were collected by the EIC during the activity period of 15 July, 1918 up to 1 November, 1919. Massacres committed in Baku, Shamakhi, Guba, Goychay, Javad, Nukha and Lankaran provinces, as well as in Ganja, Garabagh and Zangazur by Armenians were investigated. As a result of EIC activities, 128 reports and draft resolutions were worked up and criminal cases were instituted on their basis against 194 people, charged of various crimes.

A regular meeting was held at the Guba Memorial Complex of Genocide, on the upcoming spring-summer season and current issues.

 

On 01.03.2020, an extended service meeting was held at the Guba Genocide Memorial Complex for the coming spring – summer season, activities of the enterprise, implementation of programs and projects. At the meeting, the director of the complex, Rakhshanda Bayramova, gave appropriate instructions to perform the tasks facing the employees on the event of the 31st March- The Genocide of Azerbaijanis.

Arched Bridge

  In 1851 a wooden bridge was erected on Kudyalchay. But, this bridge was short-lived and was restored in 1894. It is included in the list of state-protected monuments as an architectural monument.  The archival photo of the legendary bridge from the early part of the century is in the first section of the museum at the Guba Genocide Memorial Complex. This monument is a bridge that connects the city of Guba and the Red Settlement. It has been used by local and mountain Jewish people for centuries. The Arched Bridge is also a historical monument related to the events in Guba. Thus, the Armenian vandals coming to Guba were resisted by the locals in the area nowadays known as “40 steps” near the Arched Bridge.

In connection with the 28th anniversary of the Khojaly tragedy, an event on the theme “Bloody Chronicle of History” took place in Khachmaz secondary school No. 8.

 

 

A memorable event was held on the 28th anniversary of the Khojaly tragedy and on the day of the “March 31 – the day of Azerbaijanis Genocide” in the secondary school No. 8 of Khachmaz city. The event, entitled “Bloody Chronicles of History,” was attended by school leaders, as well as teachers and students. The event was opened with the theme, the tragic consequences of the ethnic cleansing and genocide policy carried out by Armenians for more than two centuries, and numerous facts were presented that confirm the bloody terrorist act against civilians. At the end, books were presented to the leadership of the educational institution.

An event entitled “Remember History!” was organized at Khachmaz Secondary School No. 7

 

The next event, organized by the leadership of the Genocide Memorial Complex under the project “March 31 – Genocide of Azerbaijanis ” (2018–2023), which is planned to be carried out in educational institutions, was organized in secondary school No. 7 of Khachmaz city. “Remember the story!” The event was attended by about 100 students. The event provided extensive information on the policy of ethnic cleansing and genocide directed against Azerbaijanis in the Caucasus in the 20th century, as well as on the activities of the complex. Then, active students of the school performed poetry about patriotism, and the staff of the complex showed the participants a documentary about the Guba genocide.

Within the framework of the project “Bloody Traces of History” (2018-2023), an event dedicated to the “March 31 - Genocide of Azerbaijanis” was held at Khachmaz secondary school No. 1 with the participation of management and teachers.

 

The event was attended by the senior adviser of the Executive Branch of the region, Yagut Masimova, the head of the scientific department of the Genocide Memorial Complex, Latafat Beibutova, and specialists Orkhan Huseynov, Ulker Zeynalova. Speaking about the importance of the project in their speeches, they emphasized the importance of public education, especially among young people. And such events should help our young people to realize their history in response to the lies of Armenians at international events, and most importantly, respect their history and not forget about our tragedies. At the end of the event, books were presented to teachers at the school.

The event “Armenian atrocities will not be erased from history” was held in Khachmaz secondary school No. 4.

 

On the initiative of the Genocide Memorial Complex in Guba, the Commissioner for Human Rights of the Republic of Azerbaijan (Ombudsman) with the support of the Guba regional center and the Executive Power of the Khachmaz region “Armenian atrocities will not be erased from history” (Khojaly tragedy, March 1918), an event was organized in high school No. 4 of the city of Khachmaz. The event was attended by the senior adviser of Executive Power Yagut Masimova, head of the Guba regional center for human rights (ombudsman) Bahruz Efendiev, head of the scientific department of the genocide memorial complex Latatet Beybutova and specialists Seyid Dzhabbarov, Islam Aslanov, Aigun Agamirzeeva. Experts made extensive speeches about the activities of the complex. At the end of the event, the institution was presented with books and booklets reflecting genocide.

 

 

The project “31st March of Genocide of Azerbaijanis”, which will be implemented within 5 years (2018-2022) on the initiative of the management of the complex, has been launched in educational institutions of Khachmaz city.

On the initiative of the Genocide Memorial Complex in Guba, with the support of the Commissioner for Human Rights (Ombudsman) of the Guba Regional Center and the Khachmaz District Executive Power, an educational event was organized within the project “March 31 – Genocide of Azerbaijanis”. The first event within the framework of the project was held at the full secondary school No. 2 in Khachmaz city, with the participation of  District Executive Power staff, the school’s leadership, and the teaching staff. The event was attended by the Senior Advisor of the Executive Power Yagut Masimova, the head of the Guba Regional Center for Human Rights (Ombudsman) Bahruz Efendiyev, the head of the Scientific Department of the Genocide Memorial Complex Latafet Beybutova and specialists Seyid Jabbarov, Islam Aslan, Aygun Agamirzeyeva. The experts made extensive speeches on the theme: “The people that protect the history are invincible”, as well as  about the activities of the Complex. At the end of the event, a documentary film “Guba Massacre” was shown, books and booklets reflecting  the genocide were presented to the educational institution.

“Bloody history of Khojaly”

Within the framework of the campaign “Justice for Khojaly” initiated by the vice-president of the Heydar Aliyev Foundation Leyla Aliyeva,the event was organized by the E-Media group and the Genocide Memorial Complex in the museum of the Guba Memorial Complex of Genocide. The victims were remembered for a minute of silence. Speakers also emphasized the importance of such events in bringing the actions of Armenian vandals to the international community. At the end of the event, participants were presented an exhibition of works by Azerbaijani artists, reflecting the Khojaly tragedy.

Successful cooperation between the Bakihanov Institute of History of the National Academy of Sciences and the Genocide Memorial Complex.

In the first decade of February, on the initiative of the Genocide Memorial Complex, Head of the Department of Scientific Research, Exposition and Foundation Letafet Beibutova, was sent to the Bakihanov Institute of History. During this period L. Beibutova worked closely with the departments of the Institute “History of Genocide against the Azerbaijani People,” History of the Azerbaijani Democratic Republic “and got acquainted with the research plans of the departments. She participated in discussions of scientific work conducted in these departments and exchanged business ideas with department staff. During her internship, L.A. Beibutova took part in a number of events held at the Institute, worked in the scientific archives and foundations of the Central Scientific Library of the National Academy of Sciences and got acquainted with the relevant literature. In an official letter, the director of the Institute of History academician Yakub Mahmoudov considered the internship of L. Beibutova acceptable.

JUMA (Friday) MOSQUE

One of the oldest mosques in Guba with its rich national-architectural charms, the Juma Mosque was built in 1802 with the financial support of Gazi Ismail Efendi. In addition to being a place of worship, the “Juma” mosque has played an important role in the city’s public life. The mosque was not only in Guba, but also one of the oldest religious centers in Azerbaijan. The Juma Mosque is located in the center of the city, around the trade square of Guba.
On May 1, 1918, under the leadership of Hamazasp, 3,000 troops entered Guba from three sides and fired on the city with cannons, machine guns and rifles.
On the fourth day of his visit to Guba, Hamazasp met with locals in front of the Juma Mosque and said he did not come to establish a Bolshevik government but to create a great Armenia from the Black Sea to Shahdag.
