Behbud Khan Javanshir, a descendant of Panahali Khan, who founded the Karabakh Khanate, was born in 1877 in Azad Garagoyunlu village of Tartar district. Behbud Khan, fluent in German, English, French, Russian, Georgian and Armenian, entered the German-oriented Tiflis Realni School in 1890, and then graduated from the Freiberg Mining Academy in Germany.
During the ADR period, on June 17, 1918, Behbud Khan Javanshir held the position of Minister of Internal Affairs in the II Government Cabinet created by Fatali Khan Khoyski in Ganja. During his tenure as head of the ministry, he took important steps to end anarchy in the country, ensure legislation and citizen security. On October 6, 1918, he worked in many responsible positions even after the cabinet changes in the composition of the government. At the same time, B.Javanshir was elected a member of the Parliament of the Republic according to the law on the establishment of the Azerbaijan National Council-Mabusan, one of the leaders of the “Muslim Charitable Society”, as well as a member of the Temporary Executive Committee of the Muslim National Council.
On July 18, 1921, Behbud Khan Javanshir was murdered in Istanbul by an Armenian terrorist who made the feelings of “revenge and enmity” his main principle of action. The last words of Behbud Khan, who was aware of Armenian treachery, when he was on his deathbed were: “I have no personal enemies. Only Armenians can shoot me.”
